Driving in Sri Lanka as a Visitor: Licence and Rules

Can visitors drive in Sri Lanka? What the Police and the Department of Motor Traffic say about licences and permits, the unresolved IDP question, hire car with driver versus self drive, and road safety. Checked 24 October 2026.

Can visitors drive in Sri Lanka?

Quick answer: Yes, but only with a valid authorisation. Sri Lanka Police listed three accepted documents in February 2026: an International Driving Permit (IDP) valid for the vehicle class, a Department of Motor Traffic (DMT) permit issued to a foreign resident, or a DMT conversion certificate. One point is still unclear, because the UK government asks UK visitors for an extra "recognition permit" that the Police say no outside body may issue, so confirm the paperwork before you pay for a self-drive car. Many visitors hire a car with a driver instead.

Read the last two rows together with the third. The Police and the FCDO do not say the same thing about the Automobile Association. We could not reconcile them from the documents we found, so we show both. See "What is still unclear?" below.

How does the temporary licence work?

The DMT circular 2022/14 is addressed to its own offices and is written in English. Its main points, as we read them:

  • It covers foreign visitors who do not hold a visa for a year or more.
  • It is a temporary Sri Lankan licence, valid for the shorter of five months or the remaining period of your visa.
  • Only motorcycles and light vehicles (classes A and B) are covered.
  • Your foreign licence has to be a full licence, valid for at least a year, and from a country the circular accepts.
  • Any restrictions on your home licence carry over.
  • The fee depends on the number of months. We do not quote an amount because we could not verify a current fee table.

The circular dates from 2022. The DMT may have changed the details, so treat it as a guide to what to ask, not as the final rule. The Police statement of February 2026 is newer, and it tells you where to go: Werahera, the airport counter, or one of the five regional offices that began the service on 2 February 2026. The Newswire report does not list opening hours, so check before you go.

What is still unclear?

Three points we could not settle from official documents on 24 October 2026:

  1. The recognition permit. The UK FCDO says you need a 1949 IDP and a Sri Lankan recognition permit from the Automobile Association of Ceylon, and that your hire company usually helps. The Police said in February 2026 that no organisation including the Automobile Association may issue licences or temporary permits to foreigners. The two may describe different documents, or one may be out of date.
  2. IDP alone. The Police list an IDP valid for the vehicle class as acceptable for a renter. A rental company or a police officer may still ask for a DMT licence as well. We do not know which one you will meet.
  3. Fees. The airport authority has a page that is said to list temporary-licence fees. It would not load for us, so we have no verified amount.

Ask your rental company to confirm, in writing, which document it accepts for your passport and your vehicle class. Ask the DMT or your embassy if the answer is not clear. If neither can confirm, book a car with a driver.

Can visitors drive a tuk-tuk or ride a motorbike?

Be careful. Under the 2022 circular the temporary licence covers motorcycles and light vehicles, and a three-wheeler is a different class. In March 2025 The Morning reported a Police statement that an international licence does not automatically grant the right to drive a three-wheeler, that three-wheeler validity would not be added to international licences or to converted foreign licences, and that foreigners wanting to drive one need a written test and a training permit. Newswire reported the same Police notice differently and listed an international licence "which includes the three-wheeler category" as acceptable. The two reports do not match, and the notice is from 2025, so we could not confirm the current rule. Unless the DMT confirms in writing that your document covers three-wheelers, do not plan to self-drive a tuk-tuk.

The FCDO says tourists can hire cars, tuk-tuks and motorbikes to drive, but it also says riding a motorbike can be especially dangerous. The CDC says many crashes are caused by inexperienced motorbike drivers. For most visitors, a tuk-tuk is a taxi with a driver, not something to rent and drive.

For most first trips we suggest a driver, in line with our getting-around guide. Germany's foreign ministry also advises against hiring a car without a local driver, as our safety guide records. That is advice, not a legal rule. The trip-cost guide explains why no standard driver price is published.

What should you check before you pick up a car?

The Police say a rental company must check that you hold one of the valid authorisations, and that renting to someone without a valid licence is an offence. Use this as a checklist:

  • Is the company registered with the Sri Lanka Tourist Board and does it hold a "Safe & Secure" certificate? The FCDO says to check.
  • Does it accept your exact document, and will it say so in writing?
  • Is the vehicle roadworthy? Check tyres, brakes, lights and seatbelts before you leave.
  • Is there insurance, and who pays after a crash? Ask to see the policy.
  • Do you know what to do at a checkpoint? The FCDO says to follow the instructions of the police or army officers on duty.

What are the penalties?

Police said on 19 February 2026 that foreign nationals driving without a valid licence will be prosecuted. The fine is Rs 25,000 to Rs 50,000. After a fatal accident the licence can be suspended and a prison term can follow. In 2025 the Police said five foreign nationals died while driving, with seven serious accidents, 78 minor injuries and six vehicle damage cases reported. The police also said both drivers and vehicle owners had broken the Motor Traffic Act, and that legal action will be taken against both the renter and the driver. The March 2025 three-wheeler notice, reported by Newswire and The Morning, added a fine of Rs 25,000 for owners who let an unlicensed foreigner drive.

What are Sri Lankan roads like?

Traffic flows on the left, the CDC says. The FCDO says some roads, particularly in remote areas, may be in poor condition, driving is erratic and there are frequent road accidents, particularly at night. Stay alert for pedestrians and animals. The CDC adds that street lighting in parts of the country is poor, and advises daylight travel in rural areas and wearing a seatbelt.

  • Buses: The FCDO says public buses are often driven fast and rarely give way.
  • Rain and landslides: Monsoon rain can cause floods, and heavy rain and landslips can close roads, the FCDO says. On 24 October 2026 this was a live issue: a landslide near Kadigamuwa suspended rail services between Rambukkana, Peradeniya and Gampola on 24 and 25 October. On the evening of 25 October 2026 the Railways Department extended the suspension: all trains between Rambukkana, Peradeniya and Gampola are off from midnight at the end of 25 October until further notice, with no restart date given (Newswire, 25 October 2026, Daily Mirror, 25 October 2026). Check the forecast and road status before every hill drive.
  • Fuel: Our safety guide records that Germany says fuel has been rationed since 15 March 2026 with a weekly quota. Ask your rental company or driver how fuel is handled before you book a road trip.
  • Distances: A short line on a map can be a long day. The how-to-plan guide explains how to count transfer time before you fix a plan.

What if you would rather not drive?

Trains are a scenic alternative on some routes, and our train booking guide shows how reservations work. Services can stop at short notice, so plan a road option. Taxis can be booked with local and international apps, with less availability outside tourist areas, according to the FCDO. For a point-to-point day with luggage, a car with a driver is the most flexible choice.

A short checklist before you decide

  1. Check which authorisation your own licence gives you, for your passport and your vehicle class.
  2. Ask the rental company which document it accepts and get it in writing.
  3. If you plan to apply for a DMT licence, ask the DMT which office and which fee applies on your travel date.
  4. If the answers do not match, hire a car with a driver.
  5. Never drive at night in the hills, and never drive after drinking alcohol.
  6. Carry your licence, IDP or permit, passport copy and the rental papers at all times.

What this page does not cover

  • It does not list a fee, because we could not verify a current fee table.
  • It does not promise that an IDP alone will satisfy every officer or rental firm.
  • It does not give speed limits, because we found no current limit table from the Police or the DMT.
  • It does not recommend any rental company.

Frequently asked questions

Can tourists drive in Sri Lanka?

Yes, if you hold a valid authorisation. Sri Lanka Police said on 19 February 2026 that a renter must have an International Driving Permit valid for the vehicle class, a Department of Motor Traffic permit issued to a foreign resident, or a conversion certificate from that department. Without one you can be prosecuted.

Do I need an International Driving Permit to drive in Sri Lanka?

An IDP valid for the vehicle class is one of the three authorisations the Police listed in February 2026. The UK FCDO says UK visitors need a 1949 IDP and a Sri Lankan recognition permit. These two statements differ, so ask the rental company, the Department of Motor Traffic or your embassy before you drive.

Where do I get a temporary Sri Lankan driving licence?

The Department of Motor Traffic issues temporary licences based on valid foreign or international permits. The Police said the conversion certificate is issued at Werahera and at a special counter at Bandaranaike International Airport. From 2 February 2026 the service is also at offices in Kurunegala, Hambantota, Gampaha, Anuradhapura and Jaffna.

How long is a visitor's temporary licence valid?

A 2022 Department of Motor Traffic circular says the validity is the shorter of five months or the remaining period of the visa. We read that circular on 24 October 2026 but could not confirm it has not been replaced, so ask when you apply.

Can I drive a tuk-tuk or motorbike as a visitor?

Only if your authorisation covers that class. The temporary licence in the 2022 circular covers motorcycles and light vehicles. The Morning reported in March 2025 that Police said an international permit does not automatically cover three-wheelers. The FCDO says riding a motorbike can be especially dangerous. Most visitors should not self-drive a tuk-tuk.

What is the fine for driving without a valid licence?

Sri Lanka Police said on 19 February 2026 that the fine is Rs 25,000 to Rs 50,000. After a fatal accident the licence can be suspended and a prison term can follow. Legal action can also be taken against the rental company and the driver.

Is it better to hire a car with a driver?

For a first trip, often yes. The UK FCDO warns of erratic driving, poor roads in remote areas and frequent accidents, especially at night. A driver also removes the licence question. Our getting-around guide lists what to agree in writing.

Which side of the road do you drive on in Sri Lanka?

Traffic flows on the left, according to the CDC. Look right for oncoming traffic when you cross the street.
