How to Choose a Sri Lanka Tour Package (2026)
A buyer checklist for Sri Lanka tour packages: how to check SLTDA registration, what a package should include, red flags, how to compare quotes and what to ask before you pay. Checked 24 October 2026.

How do you choose a Sri Lanka tour package?
Quick answer: Choose a package the way you would choose any big purchase: check the seller, then check the contents. Ask for the agency's SLTDA registration number and look it up. Then ask for a written itinerary that names every hotel, vehicle, ticket and fee, and compare quotes line by line, not by the total. A low total with a short inclusions list can be the same trip with some costs moved somewhere else.
This is a buyer checklist, not a list of operators. If you would rather plan the trip yourself, start with our how to plan a Sri Lanka trip guide and come back here only if you want someone else to book the pieces.
Does a Sri Lanka tour operator need a licence?
Yes. Sri Lanka's tourism regulator, the Sri Lanka Tourism Development Authority (SLTDA), published a notice that tourism service providers must register with it under section 48 of the Tourism Act No. 38 of 2005 and obtain a licence. The notice lists travel agencies on the same list as hotels, guest houses, whale and dolphin watching, safari operators, adventure activities, elephant safari operators and tourist guide services. It says anyone who breaks or avoids the rules can be found guilty under section 63 of the Act and punished with a fine and imprisonment.
An SLTDA document that explains the regulatory requirement says the same thing in plainer words: providing a tourist service that has not been registered is an offence.
For you as a buyer, this means three things:
- A travel agency that sells you a Sri Lanka package should be able to give you an SLTDA registration number without fuss.
- The activities inside the package, such as whale watching, safaris and adventure sports, are covered by the same rules, so they should be run by registered providers too.
- SLTDA lists a hotline, 1912, and the telephone number 0112 426800 (extension 103, office hours) in its notice for questions about registration.
How do you check that a travel agency is licensed?
There is no single perfect check, but these steps cost nothing and take about ten minutes.
- Ask for the numbers. Ask for the SLTDA registration number and the current licence number. In the directory they look like
SLTDA/SQA/TA/followed by digits, andTA/2026/followed by digits. - Look the business up. The official tourism site srilanka.travel has a travel agents directory. For each business it shows an address, a web address and contact details, and for many it shows the registration number, the licence number and a validity line. On 24 October 2026 the entries we read showed "Valid till 31st December 2026" or later. Some entries showed a registration number but no licence number, so a missing field is a reason to ask, not proof of a problem.
- Match the names. SLTDA's own FAQ says it issues the registration to the name shown on the business registration, and that an agency may not trade under a different name. If the website, the invoice and the bank account carry three different names, ask why.
- Check the address. SLTDA's FAQ says a travel agency must be run from an office with a fixed address in Sri Lanka and cannot operate from overseas. A seller with no Sri Lankan address is not meeting that rule.
- Check the blacklist. SLTDA publishes a page of blacklisted travel agencies with their registration numbers. It is short, so it takes seconds.
- Read the website. SLTDA says a registered agency must keep a website with tour information, terms and conditions, valid contact details and emergency contacts. No terms page is a flag.
Two limits. SLTDA's licensing portal (OTBLS) is built for applications, renewals and fees, and we did not find a public search-by-name box on it, so the directory is the practical tool. And a directory entry tells you the business is registered, not that this particular package is good.
What does SLTDA registration actually cover?
These are the minimum requirements SLTDA lists for a new travel agency. They show what registration does and does not mean.
| SLTDA requirement for a new agency | What it means for you |
|---|---|
| Business registration (company or business name) | The seller is a real, registered business |
| A bank guarantee in SLTDA's name (Rs 100,000 for a company, Rs 120,000 for a sole trader or partnership) | A small safety deposit held by the regulator, not a refund promise for your trip |
| An integrated website with terms and conditions and valid contacts | You should be able to read the terms before paying |
| An office with a fixed address, staff with travel experience | A real place to complain to |
| Use of SLTDA registered tourist guides | Ask for guide details |
| Use of approved specialist agencies for adventure operations | Rafting, diving and similar activities should be subcontracted to approved operators |
| Six months provisional registration for agencies that applied after 22 August 2020, then formal registration after inspection | Ask which one the agency holds |
The bank guarantee figures come from SLTDA's requirements document. They are small compared with a typical trip bill, so do not treat the guarantee as insurance for your deposit.
SLTDA's FAQ in the same document gives its reason for inspecting new agencies: it says "We receive 90% of complaints against travel agencies". That is a good reason to do your own checks.
What should a Sri Lanka tour package include?
Ask for each line below by name. If the answer is "it depends" or "we will arrange it there", the item is probably not included.
| Item | What to ask | Why it matters |
|---|---|---|
| Hotels | Name, room type, number of nights, meal plan, and whether "or similar" can replace it | Rooms are a large part of the bill |
| Transport | Private car or van, air conditioning, driver, fuel, expressway tolls and the driver's own room and meals | Check what happens if the plan changes |
| Guide | Is there a guide, or only a driver? Is the guide SLTDA registered? | A driver is not always a guide |
| Entrance tickets | Which sites, and is each ticket paid in the package? | Foreign adult tickets are priced in US dollars. Example: our 7-day India itinerary cites a full foreign Sigiriya ticket of USD 35 on the Central Cultural Fund price list updated 14 October 2026 |
| Safari and boat trips | Park fees, jeep, tracker, boat, Navy or private operator | Do not assume gates or sailings are open on your dates. Confirm with the operator close to the day |
| Train tickets | Which train and class, and how they are booked | Reserved seats open up to 30 days ahead on the railway's online system, for up to 5 passengers at a time, per our train guide. A package cannot honestly promise a seat far ahead |
| Airport transfers | Both ways, with a name board or pickup point | Arrival and departure are the two days that go wrong |
| Meals | Breakfast only, half board or full board | Meals are an easy place to hide cost |
| Taxes and service charges | Are they inside the price? | Quotes are not always like for like |
| ETA, flights, insurance, tips | Included or not? | Ask. Do not assume |
Our Sri Lanka trip cost guide lists the official ticket prices we have checked, so you can see whether a quote's "tickets" line is sensible.
What are the red flags in a Sri Lanka package quote?
- No registration number, or one that will not check out. See the steps above.
- A "visa fee" for a free ETA. The official site, eta.gov.lk, says nationals of 40 countries get a free 30-day tourist ETA from 25 May 2026, including the United Kingdom and China. If your passport is on that list and the quote charges for the ETA, ask exactly what the charge is for. Apply only on eta.gov.lk; our visa guide lists the official site and the look-alike sites that charge more.
- A large cash deposit to an agent you cannot verify. Our planning guide advises against it.
- Payment to a personal account that does not match the business name on the invoice.
- No written itinerary, only a chat message with a total.
- A through Kandy to Ella train promised as the highlight. Our Kandy to Ella train vs road guide explains why that is not a safe planning default in late 2026.
- Too much driving per day. Compare each day with the drive times on our road guides. For example, the OpenStreetMap sample on our south coast to Ella guide puts Galle Fort to Ella at about 199 km and about 3 hours 7 minutes with no traffic, before stops and hill rain.
- "Or similar" on everything, with no hotel names at all.
- Pressure to pay today or a price that is only valid for one hour.
- Guarantees nobody can give, such as promised wildlife sightings, whale sightings or clear weather.
How do you compare two or more quotes?
Put the quotes side by side and make them identical before you look at the total.
| Compare | Quote A | Quote B |
|---|---|---|
| Number of nights and where | ||
| Hotel names and room types | ||
| Meal plan | ||
| Vehicle and driver terms | ||
| Guide or driver-only | ||
| Entrance tickets inside the price | ||
| Activities inside the price | ||
| Transfers at arrival and departure | ||
| Taxes and service charges | ||
| Currency and exchange rate used | ||
| Payment schedule | ||
| Cancellation and refund terms |
A rough sense check: the SLTDA Year in Review 2025 (provisional) put average tourist spending at US$171.74 a day from January to July and US$148.26 a day from August to December. Our trip cost guide explains that this is a national average of recorded spending, not a quote. Do not treat it as a target or a floor. It only helps you notice a quote that is wildly different from what visitors actually spend.
What questions should you ask before you pay?
- What is your SLTDA registration number and licence number, and is the registration provisional or formal?
- What is your registered business name, and does it match the account I will pay into?
- Please send the itinerary in writing, with hotel names, nights and room types.
- Which meals are included?
- What exactly is the vehicle, and is the driver also a guide?
- Is the guide SLTDA registered? Can I see the licence?
- Which entrance tickets, safari fees or boat fees are included, and which do I pay myself?
- What is not included?
- What is the payment schedule, and what do I get in writing for each payment?
- What is the cancellation policy, and who pays if weather or a landslide forces a change?
- What happens if a hotel is full?
- What is the plan if a train, road or boat trip is cancelled?
- Who do I call in Sri Lanka at night, and is there an emergency contact?
For the weather question, see our best time to visit guide. Heavy rain and landslide warnings can change a plan with little notice, so a package with no fallback is a package with a risk.
When is it better to build your own trip?
A package can save time, especially for first-time visitors, families and people who do not want to handle bookings. It may suit you if you want one contract, one payment and one number to call.
Building your own can suit you if you like choosing hotels, want to change plans on the road, or want to use trains and buses. Our getting around Sri Lanka guide compares trains, buses and drivers, and our train booking and prices guide explains how seat reservations work.
Some people split the difference: book the hotels yourself, then ask a licensed operator for a quote for a driver only. Compare that with the all-in package.
We do not claim packages are cheaper or dearer than booking yourself. We found no official price comparison, and our trip cost guide does not publish a package price.
How long should the trip be?
If you have not settled on trip length, read how many days in Sri Lanka before you ask for quotes. A package built around too many stops makes the driving days long and the hotel stays short.
What if something goes wrong?
Keep the written itinerary, every receipt and every message. If the problem is with a registered travel agency, the notice we read lists SLTDA's hotline (1912) as the contact for tourism service questions. Our safety guide covers emergency numbers and other practical risks.
Buying from India? Our Sri Lanka tour package from Chennai guide covers flights, the ETA and what to ask before paying.
Frequently asked questions
Does a Sri Lanka tour operator need a licence?
Yes. SLTDA's registration notice says travel agencies are among the tourist services that must register with the Sri Lanka Tourism Development Authority under section 48 of the Tourism Act No. 38 of 2005 and hold a licence. It says breaking the rules is an offence under section 63. Ask any agency for its SLTDA registration number before you pay.
How do I check that a Sri Lanka travel agency is licensed?
Ask for the registration number and licence number, then look the business up in the travel agents directory on srilanka.travel. On 24 October 2026 the entries we read showed an SLTDA registration number, sometimes a licence number, and a validity date such as 'Valid till 31st December 2026'. Also check SLTDA's blacklisted travel agencies page. A directory entry is a first check, not a guarantee of service.
Does an SLTDA licence mean the package is good value?
No. The registration requirements cover things like business registration, a bank guarantee, a website with terms, a fixed office in Sri Lanka and registered tourist guides. They do not set package prices or promise service quality, so you still need to compare inclusions and read the terms.
What should a Sri Lanka tour package include?
At minimum, written details of every hotel and night, the vehicle and driver, any guide, airport transfers, meals, entrance tickets, activities and taxes. Flights, the ETA, travel insurance, tips and park or boat fees may be separate, so ask for each one by name and get the answer in writing.
Is the ETA included in a Sri Lanka package?
It should not cost extra for citizens of the 40 countries on the free list. The official ETA site says nationals of 40 countries, including the United Kingdom and China, get a free 30-day tourist ETA from 25 May 2026. If your passport is not on that list, check the fee on eta.gov.lk. Question any 'visa fee' line that is larger than the official fee.
How big a deposit should I pay a tour operator?
We found no official rule on deposit size, so we do not give a figure. Our trip planning guide advises against large cash deposits to unverified agents. Pay by a traceable method to an account in the business's registered name and keep every receipt.
Do tour packages in Sri Lanka use registered guides?
They should. SLTDA's rules for new travel agencies say the agency needs the services of registered tourist guides who are trained and licensed by SLTDA. Ask for the guide's licence details if a guide is part of your package.
